Mental Health Transformation State Incentive Grant (T-SIG)
New Mexico was one of the original seven states to be awarded the Mental Health Transformation
State Incentive Grant (TSIG) in October 2005. The purpose of T-SIG is two fold:
to support an array of infrastructure and service delivery improvement activities to
build a solid foundation for delivering and sustaining effective behavioral health and related
services; and to support new and expanded planning and development to promote
transformation to systems explicitly designed to foster recovery and meet the multiple
needs of consumers.
The grant award is $2.5 million per year through September 2010 or a total of $12.5 million.
The Collaborative has contracted with Behavioral Assessment, Inc. of California to
conduct the TSIG evaluation. Dr. Richard Cervantes, BAI Principal, works closely with
Betty Downes, Collaborative Quality and Evaluation consultant, the TSIG Project Director,
and staff from a variety of Collaborative agencies who are assigned to specific TSIG goals.
TSIG staff positions, related contracts, and accountabilities are shared across Collaborative
agencies. The primary agencies are: CYFD, grants management; HSD, project direction
and evaluation; Aging and Long Term Services; Indian Affairs; Corrections; Public
Education; Governor's Commission on Disability; and the Higher Education Department.
